APPROVAL OF THE CHARTER BETWEEN SARASOTA ACADEMY OF THE ARTS AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDADescription The charter application for Sarasota Academy of the Arts was approved by the School Board of Sarasota County at the October 16, 2012 meeting. Pursuant to Florida Statute 1002.33, representatives from Sarasota Academy of the Arts and school district staff have negotiated a charter to serve as the agreement between the organizations. Sarasota Academy of the Arts is scheduled to open in August 2013 as a grade K-8 school. The negotiated charter is now complete and ready for Board consideration and approval.

15. APPROVAL OF THE VENICE HIGH VARSITY FOOTBALL TEAM FIELD TRIP TO PLANO, TEXAS ON SEPTEMBER 26, 2013 THROUGH SEPTEMBER 28, 2013Description
Students will participate in a football game against Plano East High School. Student will also be given the opportunity to visit various colleges while on this trip.

On January 23, 2013, the student listed in Expulsion Case No. 13-217, violated School Board Policy 5.32(11)(H), Threat to School Personnel, and School Board Policy 5.34(1)(D), Threat to School Personnel and Students. It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 3, 2014.
Recommendation That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-217, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year.

APPROVAL TO AWARD BID #13-0108 FOR COMMERCIAL KITCHEN REFRIGERATION MAINTENANCE AND INSTALLATION SERVICESDescription A bid to provide 'Commercial Kitchen Refrigeration Maintenance and Installation Services' was received on January 29, 2013. The bid of ABM Building Services, LLC, met the advertised specifications and falls within budgetary guidelines. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.
Recommendation That the bid of ABM Building Services, LLC, to provide 'Commercial Kitchen Refrigeration Maintenance and Installation Services' in an amount not to exceed $350,000.00, be approved as presented.

APPROVAL OF RANKING OF CERTIFIED AND QUALIFIED ENGINEERING FIRMS FOR SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT (SWFWMD) STATUS REPORTS FOR A PERIOD OF THREE (3) YEARSDescription The scope shall be to provide status reports for Southwest Florida Water Management District (SWFWMD) permitted retention/detention areas for all School Board facilities district wide. The scope includes field verification of compliance with record drawings and preparation of appropriate reports. On 1/30/2013, the Professional Services Selection Committee (PSSC) met to select certified and qualified engineering firms for this continuing services contract. The PSSC has ranked them in accordance with School Board Policy #7.71. The estimated cost of these services for the three-year period is $75,000.00. Funds for these services are available through individual project accounts.
Recommendation That the ranking of certified and qualified engineering firms for Southwest Florida Water Management District (SWFWMD) Status Reports, for a period of three (3) years, be approved as presented and the Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

The Construction Service' Change Order(s) are summarized on the enclosure for ease of review. These change orders collectively total a decrease of $960,021.85 in gross contract dollars.
Included in these change orders are $177,733.35 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $167,531.56 result a net of $10,201.79 in sales tax savings.

APPROVAL OF THE SECOND AMENDMENT TO THE INTERLOCAL AGREEMENT WITH THE CITY OF VENICEDescription This Second Amendment changes the date by which the City of Venice must make a payment to the School Board to reflect a revised timeline due to design changes. This Second Amendment has been approved by the School Board Attorney.

The PSSC has ranked them in accordance with School Board Policy #7.71. The estimated cost of these services for the three-year period is $250,000.00.

30. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING DECEMBER 31, 2012Description The Superintendent's Financial Statements for the month ending December 31, 2012 does not reflect any unexpected trends for the second quarter of the 2012-2013 fiscal year. The General Fund has reversed the negative trend in unrestricted fund balance with the receipt of property tax revenue. However, deficit spending will increase because of the budgeted decrease in fund balance in the General fund due to continuing State cuts and decreases in local revenue. With the implementation of Crosspointe software in August 2011 we are now more accurately reflecting our liabilities for payables.

31. APPROVAL OF PURCHASE OF REPLACEMENT VEHICLES FROM THE MOTOR VEHICLES FLORIDA STATE TERM CONTRACT NO. 071-000-13-1Description
Approval of purchase of fourteen (14) vehicles with like vehicles to replace the trucks and vans in the fleet that have exceeded their useful lives and are in excess of nine (9) to ten (10) years old. The new vehicles will be safer and more cost efficient.
Recommendation That the purchase of vehicles be purchased from the State Term Contract No. 071-00013-1; Motor Vehicles, be approved as presented.
New Business32. APPROVAL OF SUPPLEMENTAL PLANT SURVEYDescription
In 2011, the Florida Department of Education approved the district's 2011-16 School Plant Survey encompassing all of the large capital projects planned at that time. Florida Statute 1010.31(1)(a) mandates that supplemental surveys be submitted when a school district seeks to remodel existing buildings not included in the five-year survey. This survey amendment seeks DOE approval to convert existing spaces within building 4 at Sarasota High School into classrooms, corridors, administrative spaces, and other support rooms consistent with the current design proposal. The action complies with the recommendation of the June 2012 Charrette to keep the structure, to return and retain its exterior architectural features, to continue to use the building for its intended purpose, and to have the building serve prominently as the front door to the school. Upon approval by the Board, the submittal will be accomplished on-line through the state's EFIS network.
